Who is Eligible?
- Frontier industries
High-value advanced manufacturers in IS-8 growth sectors, including automotive, aerospace, pharmaceuticals and clean energy, facing direct international competition. - Foundational manufacturers
Businesses supplying critical inputs to frontier industries, including steel, chemicals, glass, ceramics, light metal casting, non-ferrous metal casting, forging, pressing, stamping and metal coating and treatment. - Pro-rating by site
The level of exemption is determined by the proportion of a site’s electricity used to manufacture eligible products (both purchased and self-generated electricity counts). It's applied through banded thresholds:
<25% eligible use: no relief
25-50%: 50% relief
50%+: 100% relief.

What is the British Industrial Competitiveness Scheme (BICS)?
The British Industrial Competitiveness Scheme is designed to reduce electricity costs for eligible UK manufacturers by providing relief from Renewables Obligation, Feed-in Tariff and Capacity Market charges.

Who is eligible for BICS?
BICS is expected to support Frontier Industries and Foundational Manufacturers, including sectors such as steel, chemicals, glass, ceramics, light metal casting, non-ferrous metal casting, forging, pressing, stamping, and metal coating and treatment. Eligibility will depend on sector classification and electricity intensity thresholds.

When do BICS applications open?
Applications are expected to open on 1st October 2026 and close on 30th November 2026.

When will the savings be applied?
BICS is expected to launch in April 2027, with relief backdated to April 2026. The first year of relief will be delivered as a Government-funded bill credit through your electricity supplier before the ongoing levy exemptions begin.

How much could my business save with BICS?
The most electricity-intensive businesses could benefit from savings of up to £60/MWh. Your actual saving will depend on electricity consumption, sector eligibility and qualifying site usage.

Can BICS be combined with EII support?
No. Businesses receiving BICS support cannot also receive Energy Intensive Industries support, as both schemes cover similar electricity cost reliefs.

Can BICS be combined with Mineralogical and Metallurgical CCL relief?
Yes. BICS can be used alongside Mineralogical and Metallurgical Climate Change Levy exemptions where applicable.

What information do I need to provide for a BICS eligibility review?
To assess eligibility, we will usually need your electricity consumption data, site details, sector or SIC code information, evidence of eligible manufacturing activity, details of electricity used in qualifying processes and current energy invoices or levy cost information.
